Evidentemente la variabile d'ambiente è efficace infatti wget va appunto a 
interrogare il proxy

Se ce l'hai, puoi provare anche con GET, che assomiglia a wget ma è scritto in 
perl.

E' possibile che il proxy non gradisca la password in chiaro?
